MW Management Fees
Municipal waste landfills and resource recovery facilities are required to submit quarterly reports postmarked or received by the Department by the 20th day of the month following the quarter ending the last day of March, June, September and December. A municipal waste landfill or resource recovery facility is in violation whenever a form and/or payment is not submitted by the deadlines specified above. Municipal waste landfills and resource recovery facilities failing to submit a form or payment may be subject to penalties.
Electronic Reporting/RFC Online - Municipal waste landfills and resource recovery facilities are strongly urged to submit Quarterly Operations and Recycling Fee Quarterly Reports through the DEP GreenPort. The Web-based application allows facilities to start, save and submit the quarterly reports electronically.

Paper Reporting - The following forms can be used to submit quarterly municipal waste reports and fees.
Municipal Waste Fee and Report Forms (2560-FM-LRWM0168 and 2560-FM-LRWM0168W) - Municipal Waste Landfill and Resource Recovery Quarterly Operations and Recycling Fee Report. Required quarterly by municipal waste landfills and resource recovery facilities to pay the $2/ton fee Recycling Fee (Municipal Waste Planning, Recycling and Waste Reduction Act - Act 101 of 1988), the $4/ton Disposal Fee (Act 90 of 2002), and the $0.25/ton Environmental Stewardship Fee (Environmental Stewardship and Water Protection Act - Act 68 of 1999).
- 2560-FM-BWM0160 - Quarterly Host Municipality Benefit Fee Report. Required to be completed quarterly by municipal waste landfills and resource recovery facilities required to pay the Host Municipality Benefit Fee prescribed by the Municipal Waste Planning, Recycling and Waste Reduction Act (Act 101 of 1988.)
- 2560-FM-LRWM0168D and 2560-FM-LRWM0168DW - Municipal Waste Landfill and Resource Recovery Facility Quarterly Fee Wavier (Disaster Debris/Cleanup) Report Forms. These forms are for reporting wastes such as disaster debris and Great American Cleanup waste, for which fees are waived.
