Program Updates

• April 1, 2024 - New bond rate guidelines for coal and noncoal mining operations are in effect. The rates have been published in the Pennsylvania Bulletin for Coal and Noncoal.
• February 12, 2024 – The Bureaus of Mining Programs and District Mining Operations are now accepting digital uploads of most forms and notifications via the Public Upload with Payment option. You do not need an account to send information and fees for permits and licenses. Secure application and monitoring submittals using Greenport is still encouraged where possible. For all other submittals, please use the digital upload. Visit this page for more information. Mining-specific instructions are provided here. All operators and consultants should review the instructions carefully before submitting documents.
• November 13, 2023 – Changes to noncoal application fees, administrative fees, and liability insurance requirements will be implemented on January 1, 2024. Liability insurance requirements for noncoal mine operators have changed to including new minimum limits for coverage. Application and administrative fees are increasing as of 2024 in accordance with the regulations. Download this information sheet.
• November 11, 2023 – Noncoal Regulations Chapter 77 has been published at the PA Code Online to include the revisions effective August 19, 2023. Please discard any yellow printed books and use only the new version.
• November 9, 2023 – A new page for Mine Operator Licenses is live and will be periodically updated. Please use the email RA-minelicense@pa.gov for all correspondence.
