Located in: South Huntingdon Township, Westmoreland County
MAX Environmental Technologies, Inc. currently operates under residual solid waste permit No. 301071. This permit, originally issued to Mill Service, Inc. in 1986, authorizes the acceptance, processing (as described in the Waste Analysis and Classification Plan), and disposal of residual wastes into Impoundment No. 6 at its Yukon facility.

MAX also operates under hazardous waste permit No. PAD004835146 at the same location. This permit, originally issued to Mill Service, Inc. in 1992, authorizes treatment and storage of hazardous wastes as described in the Waste Analysis Plan. Hazardous wastes approved of in the Waste Analysis Plan are solidified, stabilized, and tested to show that they are no longer hazardous prior to disposal in the residual waste impoundment.

MAX has submitted the first phase of a new application for a hazardous waste disposal permit at its Yukon facility to allow for disposal of hazardous waste at a new Landfill No. 7.

The Resource Conservation and Recovery Act of 1976 (RCRA) was enacted by Congress to mandate that hazardous wastes be treated, stored and disposed of in order to minimize any present or future threats to human health or the environment.

Public Involvement

As part of the Phase I Exclusionary Siting Criteria application review process, DEP held a public meeting and hearing regarding MAX Environmental Services, Inc.’s (MAX) proposed hazardous waste landfill No. 7. The new hazardous waste landfill is proposed to be located at MAX’s existing Yukon facility. The meeting took place on Thursday, December 1, 2022 at 6:00 PM at the Yukon Volunteer Fire Department hall, 124 Highway St, Yukon, Pa. 15698 and was immediately followed by a public hearing.

During the meeting, DEP described the application review process, siting criteria, and opportunities for public participation and answered questions from the public. DEP then conducted a hearing to receive public testimony for consideration during DEP’s review.

The written transcript of the public hearing was received on January 6, 2023.

DEP published notice of a public meeting, public hearing, and public comment period in the October 29, 2022 edition of the Pennsylvania Bulletin, and in the October 28 and 31, 2022 editions of the Tribune-Review (Westmoreland County edition) and Latrobe Bulletin. On October 28, 2022, DEP also issued a press release with this announcement.
