Invenergy – Allegheny Energy Center

Site Background

Invenergy is proposing to construct and operate Allegheny Energy Center, a new 639 megawatt (MW) combined cycle natural gas-fired power plant in Elizabeth Township, Allegheny County.

Environmental permitting is required for this facility. Because the facility is located in Allegheny County, the Allegheny County Health Department (ACHD) and the Pennsylvania Department of Environmental Protection (DEP) both have permitting and compliance roles. The ACHD implements the air quality program and addresses air quality issues in Allegheny County.

The DEP has not approved environmental permits for this facility and does not have permit applications under review. The DEP will post applications and permitting/authorization materials for regulated activities like the discharge of stormwater associated with construction and discharge from industrial wastewater facilities as they are submitted to or generated by the DEP.

The proposed location of this facility is located adjacent to the environmental justice areas of West Newton and Sutersville Boroughs, Westmoreland County. The DEP and the ACHD are collaborating to increase residents’ awareness of the proposed project and connect them with ways to be involved in the permitting processes.

The ACHD held a virtual public hearing for this permit at 6 PM on Tuesday, June 8, 2021.
