Alternative Fuel Vehicle Rebates for Consumers

Coming September 1: A New Alternative Fuel Rebates Program

Great news! We’ve retooled our rebates program to help more working Pennsylvanians enjoy the benefits of zero-emission electric vehicles or low-emission vehicles.

What Will Change

The Program Guidance Document, coming September 1, will provide everything you need to know on eligibility and other details. Here are the main changes:

1. The maximum household income levels eligible for a rebate will be lower.

Household income is what's reported in line 9 of the federal 1040 tax form.

*Levels are no more than 400 percent above the federal income poverty level, as defined by the U.S. Department of Health and Human Services.

2 . The rebate for battery electric cars and trucks will be higher.

  • Battery electric cars and trucks will qualify for a $2,000 rebate (up from $750). Example: A family of two with a household income of $69,000 is eligible for a $2,000 rebate for a battery electric vehicle. A family of two with a household income of $35,000 is eligible for a $3,000 rebate for a battery electric vehicle.
  • Plug-in hybrid cars and trucks will qualify for a $1,500 rebate.
  • All other alternative fuel vehicles, and electric motorcycles, will quality for a $500 rebate.

3 . The rebate amount will be the same for new and pre-owned vehicles.

When the new Alternative Fuel Rebate Program will begin: September 1

Eligible applicants can apply starting September 1, 2022, for eligible vehicles purchased up to 6 months prior to applying. For example, you can apply on September 1 for a vehicle you bought on or after March 1.

Current Program: How to Apply

The current Alternative Fuel Rebates program will close August 31.

  • You have until midnight on August 31, 2022, to apply for current rebate amounts under current eligibility levels for a vehicle purchased no later than June 30, 2022.

Rebates are offered to Pennsylvania residents only. (Companies, nonprofit organizations, and government agencies are invited to apply for Alternative Fuel Incentive Grants.)

Rebates are offered on a first-come, first-served basis as long as funding is available. Rebates are subject to the Alternative Fuel Vehicle Rebate Guidelines in effect at time of application, not date of vehicle purchase.

All applicants should read the Alternative Fuel Vehicle Rebate Guidelines for important details on eligibility and rebate amounts and the AFV Rebate instructions on how to submit an application.

You must submit your rebate application no later than 6 months from the date of vehicle purchase.

To apply, use the eGrants electronic application submission process. Please be sure to select Alternative Fuel Vehicle Rebate Program in the application system. No forms or documentation need to be sent to DEP. All information is contained in the online application submission.

Eligible Vehicles

New, Pre-Owned, and Demonstration vehicles with final purchase price of $50,000 or less (purchase or lease):

$1,000 rebate on:

  • Hydrogen fuel cell vehicle

$750 rebate on:

  • Battery electric vehicle

$500 rebate on:

  • Plug-in hybrid electric vehicle
  • Compressed natural gas vehicle
  • Propane fueled vehicle
  • Electric motorcycle (Does not include electric scooters)

One-time pre-owned vehicles:

  • Odometer reading of 75,000 miles or less
  • Final purchase price of $50,000 or less
  • Purchased from a registered dealer

Demonstration vehicles:

  • From a registered dealer
  • Final purchase price of $50,000 or less
  • Odometer reading: Over 500 and less than 10,000 miles

Additional low-income rebates:

An additional $1,000 is available to applicants who meet low-income requirements. For details, see Alternative Fuel Vehicle Rebate Guidelines.
