On April 29, 2021, Champion Processing, Inc. formally withdrew the pending permit application.
Champion Processing, Inc. has applied to DEP for applicability under a Waste Management General Permit for Beneficial Reuse of Stabilized Flue Gas Desulphurization (FGD) Gypsum Material for site reclamation at the Champion Coal Refuse Disposal Site in Robinson Township, Washington County.
Champion Processing, Inc. submitted General Permit Application No. WMGR052SW001 for a determination of applicability under General Permit No. WMGR052 to process material which complies with the permit requirements for chemical and physical properties and beneficially use the processed material at the Champion Refuse Disposal Site.
DEP accepted comments on the application from December 8, 2018 through February 8, 2019 and March 9, 2019 through April 9, 2019.
On March 1, 2019, DEP issued a technical deficiency letter to Champion Processing.
Champion Processing requested a 90-day extension to address the technical deficiencies noted in the March 1, 2019 letter. The extension was granted, and Champion must respond to the technical deficiencies by July 29, 2019.
DEP reviewed the draft hydrogeologic characterization work plan submitted by Champion Processing in response to DEP’s March 1, 2019 technical deficiency letter. On July 11, 2019, DEP issued another technical deficiency letter to Champion Processing.
