PA Manifest Requirements

Pennsylvania incorporates changes to the federal regulations by reference. This means that when a new federal hazardous waste regulation is enacted, that regulation is effective in Pennsylvania the same date it is effective under EPA rules. EPA has revised the Hazardous Waste Manifest regulations and also revised the Hazardous Waste Manifest forms used to track hazardous waste movement from a generator's location to the site of its ultimate disposition.

The new federal regulations took effect starting Sept. 5, 2006, and will be effective in Pennsylvania on that date. The new Uniform Hazardous Waste Manifest must be used starting on Sept. 5, 2006.

Compliance with the new regulations is relatively straightforward. In Pennsylvania only the treatment, storage or disposal facility must submit a signed manifest copy to the department. The department also wishes to receive a signed manifest copy (copy 2) from facilities located outside of Pennsylvania which receive hazardous waste from Pennsylvania generators. The generator of the hazardous waste does not have to submit a generator copy to the commonwealth.

Pennsylvania does not require any additional wastes other than RCRA hazardous waste to be shipped using a uniform hazardous waste manifest.
