Registration

STORAGE TANK REGISTRATION APPLICATIONS AND FORMS

All regulated aboveground & underground storage tanks are required to be registered by the tank owners since Nov. 5, 1989.

Regulated underground storage tanks are tanks with a capacity of more than 110 gallons storing regulated substances (PDF). Regulated aboveground storage tanks are stationary tanks with a capacity of more than 250 gallons storing regulated substances.

Each compartment of an underground or aboveground multi-compartment(split) tank should be registered as a separate tank.

It is illegal for any person to operate and use a regulated storage tank that is unregistered. In addition, any person who distributes or deposits product to a regulated storage tank that has never been registered, can be liable for any release of product from that storage tank.

Each year, a tank is required to be registered and a fee is required to be paid for that registration. Tanks that have been removed from service must continue to have a valid registration until the tank has been properly closed or removed.

Effective July 1, 1993, volunteer fire companies and volunteer emergency medical services organizations owning regulated underground storage tanks, are exempt from paying annual registration fees. However, these tanks must still be registered with DEP.

DEP provides a Storage Tanks Registration/Permitting Application Form (2630-PM-BECB0514). This form is to be completed by the tank owner and sent to DEP for each regulated storage tank. Upon receipt of the registration form, an invoice will be generated by DEP for the initial fee and sent to the tank owner. After initial registration, DEP will automatically invoice the tank owner each year for the upcoming year's registration.

The annual registration fees are as follows:

  • Underground Storage Tanks:
    • $50 per tank per year
  • Aboveground Storage Tanks:
    • 5,000 gallons or less tank capacity - $50 per tank per year
    • 5,001 to 50,000 gallons tank capacity - $125 per tank per year
    • Greater than 50,000 gallons tank capacity - $300 per tank per year

It is the responsibility of the tank owner to keep the registration data current for each registered storage tank. An amended registration/permitting application form must be submitted within 30 days, when there is a change of tank ownership, installation of new tanks, or when a tank is closed or removed, including change-in-service to an unregulated tank. The Storage Tank Registration Amendment Form (2630-FM-BECB0607) can be used to submit changes to previously submitted information regarding tank status, change in substance stored, correction of tank capacity, and change in facility contact information. This form must also be submitted within 30 days of the change(s).

Tank owners wishing to register underground storage tanks are required to document their Class A and Class B operators at the time of registration. This is accomplished through the UST Operator Training Documentation Form (2630-PM-BECB0514a) and submittal of copies of the Class A and Class B operators' training certificates.

Installation of a new storage tank system, or conversion of an existing storage tank system, to store alternative fuels or fuel blends may require submittal of the Alternative Fuel Storage Tank Installation/Conversion Form. This form is used to ensure compatibility of tank system components with gasoline blends containing greater than 10 percent alternative fuel and biodiesel blended fuels containing greater than 5 percent biodiesel.
